I would like to MOVE a mobile home from another county to Pasco. What are the requirements?: The mobile home must have been built after June 15, 1976. The Data Plate and Title will be required. The unit must also meet the minimum standards for Pasco County as outlined in Chapter 18-103 in the Pasco County Code of Ordinances, and must also adhere to the guidelines provided in MHS-24 and Florida State Statutes 320.8232, and 320.8245.

Building Construction Services- Minimum Standards

1. How do I know if a Contractor is licensed?: You can visit PascoGateway to search a contractor or look up a contractor directly from the DBPR website. You can also contact our Contractor Licensing Division by calling 727-847-8009 for us to verify.

2. There is a red STOP WORK ORDER on my home. What do I do?: Contact the investigator listed on the Stop Work Order, or contact the project coordinator at Buildingviolations@pascocountyfl.net

3. Can I continue working on other projects while there is a STOP WORK ORDER posted?: No. You must stop all work, and comply with the issues regarding your STOP WORK ORDER.

4. The unpermitted work was ON THE PROPERTY WHEN I PURCHASED it. Am I still responsible?: Yes. Although you did not create the issue, Pasco County Code of Ordinances Chapter 18-36 (c) states that the current owner is responsible for the property, and that an after the fact permit will be required to remediate the violation. Another option is to return the structure to the original condition. (This may require a permit).

5. Can I perform WORK ON MY OWN HOUSE, or do I need to hire a licensed contractor?: Florida Building Code allows for a homeowner to act as a contractor under certain restrictions. 6. Do I need to file a NOTICE OF COMMENCEMENT if I am pulling the permit as a homeowner?: Yes. State regulations require that a notice of commencement be recorded with the county clerk’s office whenever the value of the work exceeds $2,500. ($7,500 for Air Conditioner replacement).

7. Are there any FEES associated with my Building Violation?: There will be a double permit fee. If no action is taken towards compliance, further fees could be assessed.

8. How much does a permit COST?: Permits vary in price depending on the work being done, the size of the project, and the number of trades involved. For an estimated cost, please contact one of our Central Permitting offices with this information.

9. Can I obtain a PERMIT for my violation ONLINE?: No. You must come into your nearest Central Permitting office with all necessary documents to obtain your permit.

13. Does my Contractor need a license?: If they are doing any structural, plumbing, electrical, stucco, painting, tile, irrigation, carpentry, gas, mechanical etc. work then yes, they need to have a contractor’s license. Please contact Pasco County to verify they have a legal and correct contractor’s license before you hire them to do any work.

14. My Contractor showed me a license from another State or County; does that allow them to work in Pasco County?: No, they need to be registered in our Pasco County licensing system. Please call us at 727-847-8009 or go online to verify this on PascoGateway.

15. How do I know if they have insurance?: You can ask them to give you a certificate of insurance which should list the liability and workers comp coverage. Make sure those dates are current. If they don’t or can’t show you one, do not accept work from them. Contact a legal, licensed Contractor who can show you proof of insurance.

16. What happens if I hire an Unlicensed Contractor?: If they perform any work in your home or business, you are liable for all the work and you will not have warranty or guarantee on any of the work or any future issues. Most homeowner policy’s do not cover any work if there are issues or if the work is done by an unlicensed or unpermitted activity.

17. My Contractor won't give me a written estimate or contract; is that acceptable?: No, it is not acceptable. All construction work should be included in a written contract with both the contractor’s signature and the homeowner’s signature. The contract should state if a permit is needed and it is the contractor’s responsibility to obtain it. Never pay full price until all work is completed and passes required inspections. NOTE: A phone text is not a written contract!

18. How can I search if the Contractor I'm about to hire is a good or bad Contractor?: Do your homework: play detective, search on Google, search the Better Business Bureau, Pasco County, DBPR, and search complaints to see if they are currently and actively pulling permits. Just because they may advertise, this does not qualify them to be a reliable or legal contractor. You can also ask neighbors and friends for references. If you get a bad feeling about someone then go with your instincts!
