Although you did not create the issue, Pasco County Code of Ordinances Chapter 18-36 (c) states that the current owner is responsible for the property, and that an after the fact permit will be required to remediate the violation. Another option is to return the structure to the original condition. (This may require a permit).

Yes. State regulations require that a notice of commencement be recorded with the county clerk’s office whenever the value of the work exceeds $2,500. ($7,500 for Air Conditioner replacement).

The mobile home must have been built after June 15, 1976. The Data Plate and Title will be required. The unit must also meet the minimum standards for Pasco County as outlined in Chapter 18-103 in the Pasco County Code of Ordinances, and must also adhere to the guidelines provided in MHS-24 and Florida State Statutes 320.8232, and 320.8245.
If they are doing any structural, plumbing, electrical, stucco, painting, tile, irrigation, carpentry, gas, mechanical etc. work then yes, they need to have a contractor’s license. You can ask them to give you a certificate of insurance which should list the liability and workers comp coverage. Make sure those dates are current. If they don’t or can’t show you one, do not accept work from them. Contact a legal, licensed Contractor who can show you proof of insurance.
If they perform any work in your home or business, you are liable for all the work and you will not have warranty or guarantee on any of the work or any future issues. Most homeowner policy’s do not cover any work if there are issues or if the work is done by an unlicensed or unpermitted activity.
No, it is not acceptable. All construction work should be included in a written contract with both the contractor’s signature and the homeowner’s signature. The contract should state if a permit is needed and it is the contractor’s responsibility to obtain it. Never pay full price until all work is completed and passes required inspections. NOTE: A phone text is not a written contract!
Do your homework: play detective, search on Google, search the Better Business Bureau, Pasco County, DBPR, and search complaints to see if they are currently and actively pulling permits. Just because they may advertise, this does not qualify them to be a reliable or legal contractor. You can also ask neighbors and friends for references. If you get a bad feeling about someone then go with your instincts!
