Land Development Code Revisions

What is the Land Development Code?

The Land Development Code (LDC) is the County's rulebook for how land may be used. The LDC is intended to implement the vision established by the County's comprehensive plan. This document provides guidelines where development can occur and what it should look like. In it, you will find ways of how land area is organized (what is called zoning), how we should protect our environment (our natural resources), ways to develop, and the County's procedural standards. 

Why Revise?

Pasco County's LDC was last adopted in 1972. In 2012, Pasco County made revisions to the LDC to improve formatting, clarity, and procedures. Since that time, the LDC has undergone a series of amendments as the County continues to change and grow. This has led to a need to update our codes to reflect our community today. 

The rewrite will:

  • Reduce the amount of amendments required due to antiquated Land Development Code
  • Create a more user-friendly code
  • Incorporate best practices and new zoning techniques 
  • Provide more predictability of new developments

What is the Revision Process? 

The revision process will occur in phases to help minimize confusion for the public, the development community, and County staff to build consensus.
