Overpass Business Park
The Pasco County Office of Economic Growth has embarked on an exciting opportunity to turn a County owned parcel of land into a significant opportunity for new businesses and jobs.
Pasco County is the current owner of 100 acres of land which faces Interstate-75 (I-75) which is located 1.5 miles north of State Road 54 and just south of the proposed new connection at Overpass Road and I-75. This land has been approved for entitlements of more than 2.25 million square feet office and industrial targeted industry development with the potential employment for 4,500 residents.
It is the intention of Pasco County to invest Penny for Pasco Economic Development funds into this site to meet all criterion of a truly Job Ready Site. A 'Ready Certification' requires the completion of all environmental surveys, the land use is appropriate for the target industry, and the infrastructure to accommodate multiple users with easy access to the Interstate for trade purposes. Pasco County has completed environmental site assessments, the comprehensive plan amendment, the zoning amendment and initiated pre-development engineering services and conceptual design consistent with an Industrial/Office Park.

Pasco County Board of County Commissioners and Overpass Business Park was awarded $3,088,580 to make the property into a shovel-ready site for targeted industrial and office development.

Board approved OEG19-1001 to invite Urban Land Institute (ULI) to conduct a two-day Technical Assistance Panel (TAP) that will provide analysis to Overpass Business Park’s market and development potential. The TAP will be used to develop a future Request for Proposal (RFP) to select a developer to bring the Overpass Business Park to fruition.

PDD18-0522 The Board of County Commissioners (BCC) authorized submitting the transmittal of the Overpass Business Park (formerly referred to as Vibrant Sun) comprehensive plan amendment to the Florida Department of Economic Opportunity.
In this first public hearing, the Development Review Committee (DRC) approved the Overpass Business Park (formerly referred to as Vibrant Sun) site comprehensive plan amendment for Planned Development (PD) and the rezoning request for Master Planned Unit Development (MPUD) allowing office and industrial entitlements.
Master Site Planning and Rezoning for future development
Design, Permitting and Construction to relocate the current utility transmission lines, remove the reclaimed water lines, and develop the preliminary utilities, storm water system and mass grading plans
Phase II Environmental Site Assessment Approval
The Phase I Environmental Site Assessment was completed by Cardno, Inc. and warranted a Phase II Assessment of the site. The Phase II Assessment (Task Order #7) was approved and paid for with the Office of Economic Growth Penny for Pasco funds on 4/12/2017 in the amount of $29,050.00
